They were linking 127.0.0.1, AKA 'localhost', even more useless than 10.*, 192.168.*, 172.16.*-172.31*.
Link is broken, but I suspect it's based on the Oregano web browser as used on the PS2 and many a set-top box.
In other words, Flash/Java will be limited at best, CSS will be crap as will Javascript, and rendering of tables will be slow.
However, the fonts will look nice and antialiased.

There is even tabs (it seems the limit is 3). The analog stick is like the mouse. There are 3 display modes for a site. One is normal and the page is not adjusted at all (its kind of like you can see part of it and you can scroll all over, left, right, up, down). 2nd mode is Just-Fit where the page width is adjusted to fit the PSP's screen and the 3rd mode is Smart-fit which reorders the content on the page so the page width matches the screen width. (this seems to be the slowest mode though). Not much else to say, it works pretty well so far.
