Debian and its clones "Once again, the Debian project is gearing up to elect a new project leader, with voting set to begin late this month. As we did last year, we asked the DPL candidates to sound off on some of the issues that will face the Debian Project in the next year."

Does one have to be a Debian developer to vote? Or is voting open to anyone?

You need to be a Debian Developer to vote on General Resolutions and Leadership elections.

See Debian Constitution for details.

It's a bit of a non-article. Candidates responded to a few email questions, though it's all rather vague and three candidates didn't respond at all.

If you want to know what the candidates stand for in any detail, better to check out this page which lists their platforms, imho:

To be frank, I'd have thought that some of the key folks at SuSE, Ubuntu, Fedora, etc., were better indicators than the DPL of where Linux is going and what it needs to do.

Last year only about one-third of Debian's electorate even voted in the DPL election at all. If a clear majority of Debian's own developers aren't interested, it's hard to see how a DPL can carry much weight inside or outside the project. In this Newsforge article, only one candidate mentions Debian's end-users, which is a bit scary too.
