It should not be released until it is 100% ready and stable.
It is maybe a last ditch attempt for Microsoft to save face over Vista, the whole world sees it as a flop, they need some good press, and releasing a buggy service pack would be the straw that breaks that camels back.

What do the missing language translations have to do with this?
Besides, hoping for 100 % readiness and stability is rather Utopian, isn't it?
this news is totally WRONG! There is NOT any delay!!!
SP1 is not offered ONLY IF you installed another language using the Language Packs.
