So ... is this a VM running on Windows Mobile, where the Blackberry OS is running, with Blackberry apps running on top? Or is this just a suite of Blackberry apps running on Windows Mobile? TFA is very light on details, and says that it's both, and yet neither, at the same time.

Judging by the screen shot... I'd assume it's the REAL Blackberry OS simply running in a Java Virtual Machine. I guess one could run each individual program inside its own java VM, but I doubt it.
However, I could be completely wrong..

It is in fact the entire BlackBerry OS running in a VM. It loads up like a regular BlackBerry and everything.
