Time will tell if the new owners are trustworthy, if yes the users will return.

If the new business model doesn't revolve around users being able to leech as much copyrighted content as they want without paying for it, then The Pirate Bay is done. If these people actually have to start paying for stuff, they'll just migrate somewhere else.
