Why I can up/down mod some comments but no others?

Conversations I don't know if this is a bug or a new "feature", but after upmoding one comment in http://www.osnews.com/story/22314/NVIDIA_Ceases_All_Chipset_Develop..., I've noticed that the thumbs up/down images only appear in "selected" comments (of 62 comments at that time, 47 of them did not had them).

I've tried it in both Chrome 4 and Firefox 3, same results.

Is this is a bug, a (crappy) feature, or some sort of a glitch?

There's a time limit for voting on comments - those that do not have the Thumb Up / Thumb Down symbols are past the deadline.

That's my guess of an explanation anyway...

it might be that thread has been locked because it was deemed argumentative/un-constructive/off topic and of little use benefit to the topic to keep active.

Another simple explanation, I believe: You can't vote on comments in the "Conversations" area.
