Windows The European Commission said on Wednesday it told Microsoft that it had competition worries about the firm's new operating system, Vista, another antitrust concern that the software giant must answer in Europe. "We are concerned about the possibility that the next Vista operating system will include various elements which are currently available separately from Microsoft or other companies," Commission spokesman Jonathan Todd said. It is not the removal issue, it is the fact that including the software in an OS that holds a monopoly position is an aggressive pricing policy. It extends and intrenches that monopoly. It thwarts competing software and prevents the competing vendors from a return on their investment. They can only price software this low ... free ... because it is bunbdled with the OS that is a money maker.

By the way, the OS is not Microsoft's Cash Cow. That is Microsoft Office, The OS is there only to keep the Office Monopoly strong.
