When a project with the size and scope of KDE gets to be as big as it is, sometimes changing a decision established almost a decade earlier is very difficult. I honestly don't understand these claims of KDE being vap-o-ware that people try to float around. One can simply go to svn.kde.org and view all their code so far.
I believe a better term would be "work in progress".
