Uhm not true a program could provide it's own uninstaller if it wanted to, most use the package manager provided though (just like most installers for windows do these days).

Beagle, gnome search, quite sure kde has something similar

Well no, but the same goes for different windows versions and "unix" distro's have only few things in common, most notably the gnu toolchain.
