I do not know about other countries, but in France, there are some laws that force telcos to unlock their phones after some times.
Typically, Orange will be able to sell the iPhone according to the latest news. But after 6 months (if I remember correctly) they must grant the possibility to unlock the phone.
I can't wait to see if that "official" unlock will also make the iPhone not upgradable, or wether it will be a "clean" unlock allowing the iPhone to be upgradable...
