i know this was just a joke, but I can't help myself...
there is nothing in the gplv3 that stops you implementing DRM. Nothing.
I'm guessing this was meant to refer to the aspect of gplv3 that seeks to prevent a third party from commandeering the rights (notably to study and run gplv3 licensed code) the gplv3 seeks to protect, through the use of digital locks
