"KDE 4.0 was officially released last week after extensive development. There are any number of philosophies on when to release software and all kinds of factors play a part in choosing which to pick.
KDE went with the traditional FOSS approach of release early/release often. They have their reasons for this approach. It may not mesh with what you want, but then you (I assume) aren't writing it.
