Actually Peoplesoft is not an Oracle developed software. Peoplesoft works also on WebSphere as app server (as it works with Bea/Weblogic). Peoplesoft is just an ERP system where the database model makes 90% of the application itself. If you know the model, all you need is SQL client to maintain the app. Sure, you may need some reporting stuff (Crystal,SQR etc) and maybe some PeopleCode but this is really not mandatory. They are very straightforward.
