KDE. The issue seems to revolve around GNOME's lack of collaboration, as explained by KDE's Aaron Seigo.

As aaron mentioned later in the discussion, the spec being discussed here was suddenly held to a MUCH higher standard than ANY other spec that has made it to FD.o. Sure, a spec is what you say it is - but most work done on FD.o is of a 'slightly lower standard' (eg see this comment: )
