Debian and its clones "Debian is the 'mother' distro to many 'children' derivative distros, including Ubuntu. Sometimes those derivatives give back to the upstream, but it's not always easy. A new effort called DEX is aiming to improve how derivative bits are merged upstream."

At worst Debian will get some patches then the fights will start.

At best Ubuntu will use more unmodified Debian packages which will hopefully make both distro's better.

With the derivatives desk and DEX teams it's at least a step in the right direction.
