thats easily achieved using mplayer or vlc. These play video in the ttys pretty well.
if ascii is really desired -vo libcaca or something like that would do the trick i think, if I remember well caca got colored ascii, so much fun can be had..
e.g. you could display /dev/video0 (your webcam probably) in colored ascii in tty1 if you like. :p
