And they would have had the same 6 years to develop a GUI on top of DOS in any case... Windows didn't come into play until 3.1 and 3.11.
FYI: There was a lot of cut-throat competition in USSR. It's just that everything was sate owned in the end. (See competition between Sukhoi, MIG, Tupolev, Ilyushin and Antonov auronautical design bureaus)
