You mean, that piece of legislation which has been proposed in the House of Representatives? Part of the *legislative* branch? Over which the *executive* branch - of which Ms. Clinton is a part - has no control?

It is a good idea to get a vague grasp of how U.S. politics works before you start wading in with opinions.
