It seems any game that features hit points and some magic can label itself an RPG. For example Infinity Blade is called a RPG while it's just a slice 'em up game.
I have been unable to find an Ultima-like RPG for iOS, even though it should be easy to do one.
A few days ago I started playing Ultima IV on my Mac, it runs in some DOS emulator.
