You misinterpreted this sentence: the whole paragraph starts with "If you offer auto-renewable subscriptions". It doesn't apply if you don't use the AppStore auto-renewable subscription option.

If you HAVE in-app subscription, then the price has to be the same or less than out-app subscription.

But you don't NEED to have in-app subscription if you have out-app subscription: there are several examples of such app currently available in the App Store such as Relay as I previously mentioned or for example DropBox which has issue because at some point they provided a link to their web page, but once removed Apple accepted it.
