That's one way to start an insider explanation of why Windows' performance isn't up to snuff. Written by someone who actually contributes code to the Windows NT kernel, the comment on Hacker News, later deleted but reposted with permission on Marc Bevand's blog, paints a very dreary picture of the state of Windows development. The root issue? Think of how Linux is developed, and you'll know the answer.

You'll call my bluff with BS? Why do you assume I'm bluffing and your assumption that I'm bluffing is simply flawed. The examples I've stated were concrete specific examples because I know those things to be true.

You say "it should work". I agree. It should. Unfortunately in reality there is only how things are and not how they should be. You can't use modern distros with open source driver for that card. If u think that is a usable system... try it and enlighten yourself.

The open source ati driver is garbage. The fact that there exists an attempt to make a working driver does not mean it is successful.
