It seems to me that by the time it ships, Longhorn will need 4 gigs of RAM.

If I recall, the differeences between Win 3.1 and 3.11 were minimal, almost in the nature of a Service pack, the next upgrade to that Windows line was Windows 95
IF you don't treat 3.1.1 as a separate Windows release then a three year release cycle isn't unprecedented.
