It seems to me that by the time it ships, Longhorn will need 4 gigs of RAM.

OK, the timeline wasn't the best idea. But the main point is still good. A gap of 5 years (XP 2001, LH 2006) is a long, long time in the computer business.
Development of Windows 2000 began in 1995. It was released in December 1999... approximately 5 years as well. This is nothing new for Microsoft.
