It will be a seperate release, but not a fork. The core of the new X Server (the server is called XWin I think, the core is called Kdrive) is rewritten by Keith and other major parts are also re-written, so they are not forked off XFree86. In fact, there are some new parts now, that XFree86 doesn't have at all. Other parts of XFree86 though, like drivers, some exteensions etc, will be forked off indeed.
