OEMs and carriers aren't making phones for the greater good of humanity, they are doing it to make profit. If they have the feeling that they can make profit, they go for it. Otherwise they don't. In the case of very advanced phones in the US, at the moment their perception is that there isn't enough profit to be made.
(and, no, rolling out a cell phone isn't nearly as easy as it seems).
