Yes, and that's a pain in the ass in case you want to store files on the internal memory, or want a program running from the internal memory to access a file on another device, let's say the memory expansion slot.
To achieve all of these task you need to use special software, or propietary solutions like the one palm finaly adopted from sony (VFS) to be able to do "something" with the memory card.

Yes and while it is very good for basic apps it is rubbis when it comes to user flexibility, if you want to store let's say a GIF or JPG file on the internal memory, the file has to be converted somewhere else than the PDA into a palm database holding the file or a group of files...
On those limited palm machines of the past those limits are ok, there's not much to do with "alien" files anyway (any kind of filewhich is not .pdb or .prc" is alien)
But when we are talking about modern palm os machines, the lack of proper filesystem makes palms look really lame.
Beware! I'm a palm user, and an old one, I do not rant from ignorance. I'm affraid that I won't buy any more "advanced" palm device limited by the lack of filesystem.
The actual "filesystem" on palmos 4.x or 5.x maybe apropiate for a smartphone, but not for something which aims to run in as many mobile devices as posible.
