If none of those questions can be answered positively with regards to engineering then it is disengenuous to label him an "engineer".

Microsoft's improper title of MSCE be dammed - just because someone can apply a band-aid to your cut you do not refer to them as "doctor". Anyone can look up laws relevant to their jurisdiction but that does not make them a "lawyer". Engineers, *real* engineers, spend long hours in study and learning to earn the title. With the title comes levels of responsibility and culpability that should afford them the right to not have their title diluted by improper useage.

People who study Computer Science are not engineers, are not recognized as engineers in any state of the union, and are not held to the same level of ethics and responsibility as engineers. In short, they aren't engineers and shouldn't be refered to as such.
