From my experience:

KDE - Minimum: P2-300 with 128mb ram
XFCE - Minimum: P133 with 32mb ram

These are what I'd say the minimum requirements would be. Anything less than that and it would be rather painful. This does not take into account the gianormous apps you might be running.
