What makes you think using a snapshot fullfits your desires better over a stable* version? Why don't you use one of the stable* versions? At least test it when the snapshot ain't working properly?
Here's what i saw on the index.html of that directory: inkscape-0.37-2.win3..> 15-Feb-2004 00:51 6.9M
inkscape-0.38.1-1.wi..> 10-Apr-2004 11:01 8.7M. Why not use either of these?
IMO, if you do not wish to report/investigate a bug in a snapshot/unstable version, don't bother using it. Stick to stable. Repeat.
*: stable is a bit more relative than normally, since all the Win32 builds are marked as "test builds"
PS: Not every person is able to test Win32 versions...
