Actually a GUI already exists for some administration tasks.

If you are looking for something to restructure a mySQL db using PHP, I would suggest PHPMyAdmin (see http://www.phpmyadmin.net/home_page/ )

If you were more intereted in the VB based frontends that can be made through Access itself, I can't answer that...but sure would be nice.
