Linus didn't have the luxury many of us have today when he was developing Linux. Developing a kernel approximately a decade ago is quite different from writing one now.
Linus' excuse for reinventing the wheel is valid. He couldn't find any free kernel to play with. He decided to clone one with available public documentation and by trial and error.
