OSNews, Generic OSes Yeah, I might be just re-inventing the wheel here, who knows? But I had this (original? I doubt it) idea a few months ago and I was meant to write about it for some time now. So, my idea is about creating a new operating system that is like none of the current ones. It would be so different, that porting applications from other "traditional" systems wouldn't be possible. But the gains would be much more important of what we would lose by implementing a brand new new system.

Reminds me a lot of the paradigm of OpenDoc/Taligent ... As nice the idea seems to be, I think it will be rather unusable per se ... but a (perhaps) better deal would be to have applications, on top of classic OS (linux ...), functionning this way. So you could have an application, say for editing sound, as a sort of "shell" for the type of plugins you describe. You keep the composant way, but with specialised applications instead of general os. Thus, it could perhaps be used... duno.
The idea sounds also like what you could do with some softs for composing sounds (chaining "sounds" modules), or like software compositing (Aspect Programming with composition filters) ..
