Residents of Puerto Rico and Quebec, employees of Sun and Sun’s application development, advertising and marketing partners, and their families, aren’t eligible.
Quebec? Really how much different are there laws from the rest of the provinces? Except for the language laws and naming every provincial institution national (makes me cringe since I loathe inaccurate descriptions) I don’t really see why there would be enoguh of a difference to discriminate against them. This is hardly a rare occurrence, most contests disallow Quebec.

Basically, they make it impossible to hold a contest there. Hence, Sun (or other companies) have to mention specifically they are not eligible.
