Munich choosed Debian in the end , some crazy reporter said they where choosing SUSE , because of SUSE lying machine and false propaganda , last I look there is more Debian in the US then anywhere else thats where it originated too.
After Novell bought Suse which in turn would have sent any money outside of the EU to a US company? They don’t have to pay a single entity for the use and implementation of Debian only hordes of European tech workers.
Red Hat as More employee then Mandriva in the EU ( 25 country ) , Its ( Mandriva ) a dwarf compared to Novell.
RedHat is still an American company no matter where the majority of its employees are.

Its Mandriva and yes they are the #1 European GNU/linux company , sure it helped , but thats not the only factor
I will respectfully disagree we have seen this behavior before from the Euros’ when Munich and other European cities chose European companies for solutions despite superior software solutions available outside of the EU.
