Well, honestly packaging fresh air into a box to build a new product looks too brave, even for MS, expecially if you're gonna ask money for that. Naw, can't believe that.
This cannot be Windows2003 + tools. There's certainly more. Just figure out this: you go to your customer with this HPC version, sell him/her and make him/her pay 5x times more than WIn2003. What happens when he/she will found out that you sold just a Win2003 + tools? U have lost your face and surely 5x more customers.
