Microsoft Linux isn't a threat to Windows on the desktop and is losing steam on the server as customers separate the operating system from the development model, according to Microsoft's chief platform strategist. Bill Hilf, general manager of competitive strategy at Microsoft, said pundits have predicted for years that Linux will gain momentum on the desktop, but that won't happen because of the complexity involved in delivering a tightly integrated and tested desktop product.

It's not being addressed. Linus called for the testing, but it's not happening. And the kernel is getting slower, as the benchmarks continue to show.

But this performance drop of 1% could be anything and you have no evidence to say it's bloat.

Actually, the performance drop is greater than 1%. I've measured a drop of fifty percent in some networking performance.

And there's plenty of evidence. There are published code path length numbers that show things like SE-Linux adding unnecessary overhead.
