Because they are just the bare drivers and not all the extras that nVidia puts in that are included in their unified driver release. Extras like contextual menus, all manors of tweaks and settings, etc. These items are absent from the Windows included driver.

Don't forget the lack of the OpenGL ICD as well. Microsoft doesn't provide their own, the IHVs provide that.
