French députés' offices will be equipped with a Linux operating system and open source productivity software. There will be 1154 French parliamentary workstations running on an open source OS, with OpenOffice.org, Firefox and an open source email client.

Exactly the same way. Just about every Linux distro, and even the BSDs can be set up on a PXE boot station and loaded automatically. Some just require more work than others to get it up and running, but once it's set loading a 1000 PCs is a cake walk.
