That's the exactly the thing though, people who get used to the global menubar find themselves using various shortcuts that don't rely on the menubar at all and if you happen to need to find some obscure option you go to the menu. For the majority of the time though the gloabal menubar stays out of your way, which in my mind makes it superior.
However, rather than a global menu bar I would prefer an interface that allows the left click to select an object and then the right click to give you the available ways to manipulate it used throughout the operating system.
