OpenBSD is a distribution not a kernel, look through the included packages. There are more CopyLeft Licenses like that of GNU, than that of BSD, and GLP is by far the most used license in the List.

The point is an OS is more than a kernel. The kernel albeit an important part of the OS. In the GNU world we have a choice of kernels, becuase GNU is a modular OS, and those come under many different licenses.
