Not really... You're thinking of game distributors. I've run Windows XP on close to the base spec systems and it runs usably (barely).
I think the 2GB of RAM one of the surprising part. I'm not sure what the OS is doing to hog RAM. The OS itself should hog as little RAM as possible...
