AFAIK, it's not an official script. But the guy who wrote it and maintains it, is an e17 developer and helps maintaining the www.get-e.org website.
I've been tracking e17 for awhile, and I've always used this script. I used it to install e17 in /opt/e17, so that I can keep it separated from my main install (with software that is managed with a package manager). I use a ~/.xinitrc file to set correct paths and start e17 at login.

Isn't the easy_e17.sh script comparable to Garnome?
