That "something" is called a ".deb".

You don't use packages meant for Windows Mobile in Windows Vista, the same way you don't use packages meant for Red Hat in Ubuntu. Trying to twist the thing doesn't change it any better or worse. Use .deb in Ubuntu, that's all there is to know. Every distro has their own specific package format they use, if you download files with the correct extension then you can just double-click on it and have it installed.
