Then I guess well-written Java programs are hard to come accross or develop.

I have used many GTK+ applications, and even the poorly written ones aren't as sluggish as any of the Java programs I have used.

Well-written Java programs are exceedingly rare in my experience. I certainly don't consider it the norm.
