FALSE. The consent decree forbids MS from bundling, period, because it's designed to prevent MS from choosing winners and losers.
I still think that that decree is just plain stupid. Other OSes bundle browsers, mail clients etc and so should Microsoft be allowed to do that also. Besides, the whole idea of getting browser ballots (and whatnot in the future, I can almost bet mail client is next) after you've gotten your new PC unpacked is just irritating.

Nothing's preventing them from including software not developed by them, such as OpenOffice.org.
