Your logic fails in that the city was not upholding the laws that made the act going on in that building illegal, and yes, they can be sued in order to compel them to uphold the laws.
I would not have a problem if the site was a pay-per-view site, however this smut industry knows that it is addicting and have in the past targeted children by taking addresses that are misspelled by children trying to get to kid sites. That is just evil. And they haven't done much to try to police themselves of sites with child porn and bestiality. If they were all shut down, our planet would be a better place. But that is just my opinion, and right now I have the right to have it!
