Not a chance. I've played with Moblin on my netbook, and while it's well suited to that machine, it's not at all suited to a regular desktop environment, running on, say, a 24" screen.

That said, there is code sharing going on between Moblin and Gnome Shell, since both make extensive use of the Clutter library...

I said build around as in take the concept and expand upon it.
