I think Google would love to use a free codec for their money loosing Youtube.com as much as any of us.
And I think you are forgetting that On2 has a bunch of embedded products that fit Android phones better than YouTube.
BTW, VP8 isn't a great codec for high-quality, high-res video. It blurs the image for better compression (something similar also works on JPEGs).
