there certainly is some liquid cooling involved. it's not a traditional setup though.

It's not even water cooling really, no pumps etc. just heatpipes.
Jees heatpipes are barely better than a chunk of copper.
And peltier is a bit more extreme than water.
And most x86 chips IME will get a 33% overclock on air.
