Since they already pay for the os they would get the new IEs for free so they are saving on staff by not letting their admins upgrade ie on the boxes.

Nice to see how gov say we spare monnies on this we spare monnies on that but what they dont spare money on is paying off their fatass worthless polititians vacations on the bahamas, their expensive cars and clothes and houses.
